It depends on the state, and on whose home the animal is in. In Victoria every boarding establishment must register as a domestic animal business with the council, and Agriculture Victoria says that covers small home boarding of two animals as well. In NSW there is no state boarding licence at all: boarding at a premises is a land use needing council consent. Visiting an animal in its own home is not caught either way, but check your own council.
