It changes by state, which is why this page will not quote you one number. In New South Wales a retaining wall stays exempt development only up to 600 mm and clear of the boundary. In Queensland building approval starts past a metre, or at any height once a driveway, pool or building surcharges it, and an engineered wall is designed to AS 4678.
