Common questions.
Dog walking is not a licensable activity under the 2018 animal activity licensing regulations: boarding and day care for dogs are on that list, walking is not, and Scotland and Wales run their own schemes. Landowners license it separately, though — The Royal Parks issues a Commercial Dog Walking Licence — and a council may cap dog numbers by public spaces protection order. Check the parks and councils you walk in.
It depends on whose ground you are on. The Royal Parks code of conduct puts a ceiling of four dogs per walker and eight between walkers who meet; elsewhere a council order may set its own number, or none at all. Bookables will not police it, but a group walk sold as its own service with its own size is a good deal easier to hold to.
